Using numbers

Hi teachers,

Quote "With money. The only exception to this is when the amounts are vague. In such cases it is fine to write the numbers out in words.

1. The concert tickets cost £ 27.50 each.

2. Consumers spend over £ 6 million a year on cous-cous.

3. Global ice-cream sales exceeded $ 1.2 million last month" Unquote

Why do #2 and 3 use numerals and not words when 'over' and 'exceeded' are vague?

I did the test. One of it says: more than 9 millions and it says 'nine millions' is the answer because of imprecise numbers.
