Using is

Hi everyone

Quick question about using is. Let's stay I written out the tasks that need to be done and I am assigning them to specific individual. Can you please advise which one is correct? Can I omit is?

Tasks

1) Car needs to be washed - task assigned to Bob

2) Car needs to be washed - task is assigned to Bob

3) Windows need to be cleaned - task assigned to Rob

4) Windows need to be cleaned - task is assigned to Rob
