Using has been?

The Gandhi Peace Award is an award and cash prize bestowed annually by the peace education organization Promoting Enduring Peace on individuals for "contributions made in the promotion of international peace and good will." It is named in honor of Mohandas Karamchand Gandhi and(has always been) presented and received in person.Since 1960 the Award (has been) presented to "peace heroes" who have exemplified the courage of nonviolent........................

My language is hindi and in that Has been is used for things done in past, such as He has been killed(recent past action finished).
I have confusion with Has been that either it is used for past or present? What I feel in the above paragraph about has been is confusing, if I translate it into my language the errors are as follows,
Mohandas Karamchand Gandhi and(has always been) presented and received in person.(I think is should be use here rather than has been) .
Since 1960 the Award (has been) presented to "peace heroes" who have exemplified the courage of nonviolent.....(instead of has been, is sounds formal)
Has been may mean as past (recent), but its continuous don't you think Has been given suit here?
