When you say that people "use their fingers", I think you're talking about "air quotes", where the speaker raises both hands and signals a double-quote symbol (the " symbol) with each hand, by holding up the first and second fingers, and flexing them once or twice. org/wiki/Air_quotes The use of air quotes does not mean that the person means the opposite of what he's saying. It means that the person is using words that are used by other people, but he doesn't think that those are the right words to use.
