Using commas with "too"

When do we put a comma before "too" (meaning "also")? Do we always put commas around "too"?

I use commas for all except the simplest sentences, like 'I love you too.' Any longer than that, and I feel that I need a comma (s), no matter where the 'too' is in the sentence-- initial, medial or terminal.
