Using as to whether

They liked the dictator. As to whether that was owing to fear or genuine respect, no one could be certain.

Is it good to use 'as to whether' in this manner to show uncertainty?

Thanks, Cool Breeze. So you're saying we can use 'whether' without 'as to' preceding it? They liked the dictator, but whether that was owing to x or y, no one knew.
