Using an "and" after a semicolon?

Hi, I was wondering if it is allowed to use "and" to start the second part of a sentnece after using a semicolon.

For example:

I like cats; and I like dogs.

Is this correct? or am I not allowed to use the "and"? and are there other words not allowed after semicolons?

It is possible, I suppose, just as a sentence may begin with 'and', but it it usually poor style. Your example certainly is.
