Uses of past perfect- had passed, had woken up

This sentence is from Harry Potter and the Sorcerer's Stone, "Nearly ten years had passed since the Dursleys had woken up to find their nephew on the front step" could you help me explain why she uses two past perfect not just one? Thanks
