When the user provisions a first digital link between a network element and an equipment and becomes 'In-Effect', the equipment automatically gets added to the sub-map where the managed NE is connected to the EQPT with an IE DL.User do not need to explicitly add the EQPT to the map prior to provisioning a digital link. In case other map is opened, refresh the screen to see the changes.

provisioning - I'm not sure this is the word you want here. It doesn't make much sense to me.
In case other map window is opened - this needs re-phrasing. Will it always open another map window? If yes, say 'when another map window is opened'. If no, say 'In cases when another map window is
