Useing the present simple tense in future structures

Are these sentences correct:

1. He will have sold the car by the time I collect enough money to buy it from him.

2. By the time I will finish my shift, it will have been raining outside for 6 hours at least.

If they are, I have got some questions. Why did an author use the present simple tense in the first sentence, and the future simple tense in the second one? Did he do this due to useing the future perfect tense in the first sentence and the future perfect continuous in the second one? Can I use the present simple in both ones and write: "By the time I finish my shift, it will have been raining outside for 6 hours at least." Will it change its meaning?
