Used to/would

One thing i dislike about my roommate is that she... My personal care products without asking for permission

Would/used to answer says would

Isnt it better to use "used to" why cant we use "used to"

And are there any situations that we can use would but we cant use "used to"?

One thing i dislike about my roommate is that she would borrow / used to borrow my personal care products without asking for permission . I see no difference in meaning or quality of use of those verbs.

I don't think so, but the other way round, yes.

You can't use 'would' with stative verbs to express a state in the past:

He used to be an English teacher.

He would be an English teacher.
