I there a meaning difference and a reason people say the number 1 sentence?

I would hardly accept either sentence. Before what? Generally speaking, "used to" emphasises regular activity in the past.

I didn't think that people said that sentence. I doubt it happens often. All you need is He used to attend [the/that] school.
