Can we use time expression such as once/twice/thrice a month/week/year with the word used to?

it it possible to make phrases like.

I used to go to cinema twice a year.

someone told me we can use time expression like every week/fortnight/month/year with used to.

can anyone tell me the gramatical rule for that.

If you say, "I went every month," we would tend to assume you mean "once each month."
But can also say "twice every month," etc.
