Used or were using

hello, I would like to ask you which of the following sentences is correct.

In the past people used bicycles a lot. or In the past people were using bicycles a lot.
I would choose the second one because the first seems to me that they used them only once or twice but in the second one the activity is expressed. Which one is correct?
