Used iadjectivally?

Hi. I think the underlined parts are used adjectivally. Could you tell me how it can be?

the Library's collections -- Does this say anything about whom collections belong to?

the Teacher's conference -- Does this say anything about whom conference belongs to? Or does it say that the conference is for teachers (all teachers?)?

Hi. Thank you. If the library concerns the Library of ***, with the name in capital letters. Would you say that the article is placed due to the fact there is a genetic noun (if I could call it that) named "library" although it is capitalized.

Hmm, I guess if it is not really commonly used, you shouldn't use the capital letter with "library".
