Used as an argument against the memorial’s introduction

The green sentence says that Whiteread’s work is against the desire to preserve historical heritage. Does the yellow sentence says that Pages in contrast with Whiteread's work argues that the historical heritages should be preserved at all costs?.

it is not only the narrative of Lessing’s well-meaning, liberal tolerance that begins to be called into question by the interjection of Whiteread’s work, but the desire to preserve the integrity of Juden Platz’s ‘historical heritage’. Used as an argument against the memorial’s introduction, Pages details aspects of the impulse to create ‘a public perception that the square must be maintained at all costs in a supposedly “original” condition’

This is a very muddled passage. Too much academic fluff and not enough context is given. I am assuming that "Whiteread's work" refers to "the memorial" but it could be his writings.
