Use present perfect in one and not in the other?

Hi. I Please tell me why there needs to be only one present perfect used in this quoted passage (as I think it should be)? Can we use a present perfect tense in the second noted part? Can you tell me your reason for the use of present perfect in no. 1 (if you decides the present perfect is the one to use there)?

On Tuesday afternoon, they came in and saw all the plants were dying. "Come here," Jim shouted out. " All the plants 1) have been watered. Light 2) is (has been?) shining on pots. There is some good soil in pots." All of them thought their work was in ruin.

"Come here!" he shouted, "All the plants have been watered, the sunlight has been shining on them, and there is good soil in the pots-- but they're all dying!"

All of them thought their work was in ruin.

Ah, I see. Yes, certainly, independent clauses at least can be in virtually any tense:

All the plants have been watered, the sunlight is shining on them through the window, we added good soil to the pots, and we were going to carry them outside tomorrow-- but they're all dead!
