Use "on" or not?

The highest expenses are on operation fees.
This highest expenses are operation fees.

Are both of them right ? Should I use "on"?

1-The first sentence is more usual.As we know when you want to spend mony......you say,"I spend some money ON clothes.So (ON) here means ABOUT....But the second one may be informal,I necer heard it anywhere.If I'm wrong let me know please.

No, say it without 'on'. (ie the fees themselves are expenses)



Compare 'The highest taxes are on imports'. (ie the imports themselves are not taxes)
