Use of Would Have

'He is confident that by 2014, the scheme would have covered 65 million people'.kindly let me know why would have is used here?i think i can use will have here instread of would have if no, let me know why?.

I don't know how to make it much clearer. Use 'will' if the event is expected to happen. Use 'would' if it is not expected to happen.
