Use of would have

This always troubles me. So we say "If he had gone there, he would have found him."

Most of the books and web sites describe it the correct use of "would have".

But can we also use 'would have' in following scenarios?

1) in a wish:

If I were a millionaire, I would have gone to Bahamas.

2) In isolation:

In this situation, Kurt Vonnegut would have commented differently.

A: I can't afford something like that. If I were a millionaire, I would have gone to the Bahamas, but I'm not, so I didn't.
