use of would

i just don't get the feeling of 'would' in this sentence "The thoery would clearly sugget that as time passes and the inverstors are aging, their optimal portfolio mix will shift."

as far as i know, i can put 'would' when bening polite or not being confident about my opinion. but the sentence doesn't seem to be either case.

I suggest that it is a combination of the two: to show a hesitancy is a kind of politeness which leaves the statement more open to challenge if the reader cares to do so.
