Use of would

For many travelers, charter vacations often turn out to cost considerably more than they originally seem to.

For many travelers, charter vacations often turn out to cost considerably more than it originally seemed they would.

ETS prefers second one over first one. But I don't see any grammatical error in the first one either. So can someone please help me to understand the difference in meaning between above sentences?
