Is using 'whose' in reference to a place correct in this sentence? The circus traveled to the earthsoul genasi settlement of Argentor, whose peaceful inhabitants helped Cephas learn to harness his earthsoul powers.

We always have to use WHOSE for the possessive because we can't say which's -

The book, whose pages were now yellow, was obviously one of his most treasured possessions.
