Use of Who and Which in reference to countries

Hello,

When referring to countries, do we use the pronoun who or which?

Singapore who seeks to be New Asia’s Digital Media capital?

Or:

Singapore which seeks to be New Asia’s Digital Media capital?

Thank you for your response. I just copied part of a sentence.
While doing a search, I found who used a lot to refer to countries, but it did not sound right to me. I did not write the original text. Had I been the writer, I would have used which.
