use of whether

Astronomers have been following its path closely whether it has the potential to hit the earth
hi i wonder if this sentence is correct. I think it sounds like okay but my teacher says it is incorrect. Could you help please.

It isn't right. There is not the proper connection between "whether it has ..." and the first part of the sentence. This would work:

Astronomers have been following its path closely to see whether it has the potential to hit the earth.
