Use of WERE

Is it ok to use WERE instead of SHOULD BE/ ARE..?

'The Subject Leader will insure that diffrent research approaches were explicitly taught in lessons.'

"Should be" doesn't work either.

If it describes what happened in the past, yes.

By the way, I'd use "ensure" not "insure."
