We use the third form (past participle) of lexical verbs with parts of BE to form the passive:

The suspect was arrested yesterday.
The suspects were arrested yesterday,

It was written in history books
These software were installed ......etc etc etc

That is the way we use 'be' verb forms to make passive voice verbs. In your examples, the first one is not in use; we use 'I was informed that...'.
