Use of two plurals

Which of these is correct?

1. The witnesses Constables X and Y were walking down the street.

2. The witnesses Constable X and Y were walking down the street.

A small thing I know but someone has planted a seed of doubt in my mind.

What does "witnesses constables" mean? Police officers who are witnesses (those who have seen crimes perpeteated??)?
