Use of "to be concerned for"

Hi there!
I'm not a native speaker, as you can easily immagine ?
I'm tussling with this verb and I can't see the light at the end of the tunnel!

Well, the sentence says
"The British government was sufficiently concerned for the Home Secretary to announce the following day an official inquiry into the circumstances of the shootings."
So, my question is: for God sake, who's the subject of this sentence?
Who announces the inquiry?
I know that being concerned for smnt means that one is involved in that smnt... but I haven't the faintest idea on how to translate this sentence (btw, I'm Italian).
