Use of there

Is it ok to say:

a) In New York are many shops.

I feel that there is a there missing and it would have to be

b) In New York there are many shops.

What about the sentence:

a) In the bottom of the picture are some flowers

Does it have to be

b) In the bottom of the picture there are some flowers.

I am confused, because I don't know in which cases the use of "there" is obligatory.

Can anybody help?

'There' is not obligatory, but it is much more natural: b) In New York there are many shops. b) In the bottom of the picture there are some flowers.

'There' is not obligatory, but it is much more natural:
