Use of the word "comment"

I know the word comment is a transitive as well as an intransitive verb.
I was crafting a defect report and I used a sentence:

Bill has commented in the defect that the defect is valid.

Is this sentence correct?

P.S. I see how it is used in dictionary when it's used intransitively.

For instance, Carla commented on Anthony's bad behavior.

Please help!

I think you meant to write "Bill has commented in the defect report that the defect is valid."
