Use of the verb "assist"

I have seen this in writing and don't believe it is correct, but don't have enough knowledge about grammar to cite rules.

The sentence is:

"Enclosed is our proposal to assist XYZ company prepare a policy and procedure manual."

It sounds okay to say "...to help XYZ company prepare a ...." but sounds awkward when the verb "assist" is used instead (though the verb itself sounds more professional).

Writing "help prepare" is certainly better than "assist prepare." "Assist prepare" is simply incorrect.

If you like "assist", write--

"Enclosed is our proposal to assist XYZ company in the preparation of a policy and procedure manual."
