Use of the past tense

Hi,

During my job I learned the instructional techniques employed with students, develop and maintain an effective relationship with pupils and staff.

In the above sentence we can see that 'learned' is in the past tense and 'develop&maintain' in the present. Is it correct or is there a mistake and should be 'developed' & 'maintained'

Thank
