Use of the apostrophe Please help me out with a few sentences

Hello,

I'm having some problems with this apostrophe thing. What is the difference between putting the apostrophe before the 's' or after the 's'..

ex. The federal governments prediction's of a budget surplus prompted the ten provincial governments accountants to work overtime looking for ways to spend their share.

This is what I think is the answer.. Please help if it is wrong..

The federal governments' predictions of a budget surplus prompted the ten provincial governments' accountant to work overtime looking for ways to spend their share.
