Use of 'that'

I know the use of 'that' in indirect speech but what I don't understand is whether to use 'that' in some sentences for example
1)He certainly would agree this group has never given in to idleness.
2)He certainly would agree that this group has never given on to idleness
I read the 1 sentence in a book but can the second one be used in its place?
