Use of Such Adjective?

Hi,

Do you use adjectives referring to nationality before full proper names, like "She spoke to Estonian Wilberg Mart"?

And, if yes, does it have the implication that there're people with the same name among acquaintances/family, or, without other context, it will be taken simply as additional information added on the person mentioned?

It sounds like journalistic style, but even so, prefacing a name with a profession or title is more common than with a nationality.
