Use of simple present to give advice

Is it idiomatic to use simple present to give an advice as in "You do not talk to your mother like that" which means "You should not talk to your mother like that" ?

Yes, I'd call it idiomatic.

I don't know if there's a special term for this sort of usage. (Probably so.)

It's common among coaches and instructors of all sorts, and doesn't necessarily imply hostility.
(I realize you're not saying that it does, but that particular example is usually accompanied by a bit of scorn.)
