Use of semicolon

I have been provided with a piece of text, wherein I have to identify and eliminate grammatical errors.

The original section:

An idea struck me. I would make a bold move. I boarded the evening train for Dubuque without ticket or money, but with a nice collection of lies. When the conductor came along I told him I was a typesetter on the Dubuque Herald; that I had come to Rockford on business and while there was robbed of my railroad ticket and all my money, and that if he would carry me to Dubuque I was sure the paper would fix things up.

The revised section:

An idea struck me. I would make a bold move. I boarded the evening train for Dubuque without ticket or money but (delete ,) with a nice collection of lies. When the conductor came along, (add ,) I told him I was a typesetter on the Dubuque Herald; that I had come to Rockford on business and while there was robbed of my railroad ticket and all my money; (add ;) and that if he would carry me to Dubuque, (add ,) I was sure the paper would fix things up.

Is the semicolon after "Dubuque Herald" to be replaced by a comma?

Should a comma be included after "and" in "and while there" ?

Should a comma be inserted after "there"?

Kindly elaborate.
