Use of relate to

Hi

What does relate to mean here? Also, is the use of define OK?

A - How would you define him now?
B - I think the incident his changed him entirely. He can't relate to anyone.

Does "relate to" mean that he can't feel what others are feeling? Has he become insensitive after the incident?
