Use of "regarding"

Is this sentence correct?"Please refer to the attached memo regarding the guidelines on addressing superiors. I'll be routing the original copy of the memo, kindly sign at the back of it upon receipt."

The first sentence is good, in my opinion. If this is new material, you might want them to read and understand it. (When they sign on the back, does that mean they understand it, or just that they received a copy?)

The second sentence confuses me, and needs a period at the end (after "memo.")
"Kindly sign on the back." would be sufficient for the third sentence.

So what are you really doing?
Is this memo attached to an email?
You want them to read it now, print a copy, and refer to the copy whenever they have a question about addressing superiors?
By "routing the original copy" you mean that you're going to circulate this hard copy original so that everyone can sign it?

I'll be routing the original copy of the memo. This may be okay. The grammar is fine.
Do you feel that everyone who reads it will know what it means?
Will someone be bringing it around, or does each person sign it and carry it to the next person, or is it "routed" by some office mail system?

I'm just asking all these stupid questions to make sure it says what you want it to say.
