Use of rather?

Which word is more suitable for the blank below?

The weather is rather --------- today.

I've heard both. Most of the time I hear 'cold'. 'colder' might be used when it's colder today than it was yesterday.

I''ve seen a grammatical explanation about the usage of rather. This sentence is an example of this usage. They emphasized the importance of rather and comparison structures. (rather is usually preferred with comparative structure etc.) I think there must be a mistake.

To me this sounds like something that might be said with regard to British English, but I am American so I can't comment further.
