Use of "the"

Is is correct to use "the" before "Registar" and "Modaraba Ordinance,1980" in the following sentence?

In the office of the Registrar Modarabas, it is certified that the documents have been filed pursuant to the provisions of the Modaraba Ordinance,1980.
