Use of "Likely"

1. More likely than...to - Jeter is more likely than A-Rod to hit a home-run
2. More likely to - Jeter is more likely to hit a home-run as compared with A-Rod.
3. As likely as - Jeter is as likely as A-Rod to hit a home-run.

Now my question is does as-likely-as has a higher precedence than the other structures?

So if the offending 'are' after 'than' is removed in A, would that make A the correct choice?
