Mr. TomIs 'push back' a set phrase?

Yes, more or less.

Mr. TomDoes it mean 'stay away'?

Not exactly. It means 'move away', 'move back', 'get back'.

'stay back' implies they are already at some comfortable distance and they should not move forward from there.
