use of prepositions after "and"

I'd say they are both correct. It's just that you can omit the second 'to'

Both are correct. Personally, I prefer to repeat the preposition. But, as Clive mentions, there's something else more troublesome about the sentence, because "parents" are a subset of "elders". "as well as" does not normally connect two items related in this way. You might add "other" to correct this.
