Use of powerless

Hi

I asked this question yesterday and Rover replied. But his reply was unseen because of the glitch in the system.

Can we use the word powerless if there is no electricity (in the area?)

Are these sentences natural?

  1. After the rain the whole area was powerless for three full days.
  2. Are you still powerless or the electricity is back?
