Use of Post Scripts

So when is it proper to add P. S. to the end of a letter and do you have to use the periods after the letters PS?

Very often now-a'days it seems (especially on the internet) I see acronyms/abriviations just put up in capitol letters and or bold type w/no dot's/periods after/between them.
