Use of past perfect tens

According to past perfect tens Had is used to indicate that one action happened before another action.

But many times people used it in a simple sentence to indicate that something happend in the past

For example : Didn't you know you needed a tuberculosis vaccination to go to college?"

Reply:-"Yes, and I had already gotten my vaccination "

There is no second action in above sentence
