Use of of "that"

"A survey by national council of Churches showed that in 1986 there were 20,736 females ministers, almost 9 percent of the nation's clergy, a number double that of 1977"

Is there any error in this sentence-specially with usage of that in the last part of the sentence

Also if the usage of "that" is correct then what is it funtioning as (relative pronoun, pronoun, conjunction etc)

I would capitalize the entire name of the organization: National Council of Churches.

The use of that is correct in the last sentence. I'm not sure I would call it an 'object'; isn't it more an apposiitive?

It could be worded, "double that of 1977"{. But you need to keep the year in the sentence to be complete in the information.

Adnan, this MAY be the answer: a number double that of 1977 = a number that is double the number of l977 = to avoid "number" two times, you replace it with the pronoun "that." In this sentence, the pronoun "points back" to the word "number." Therefore, it is called a demonstrative pronoun.
