Use of "nor"

Is this a correct use of the word "nor"?

"The City has not amended its program. Nor has the City presented documentation."

(Why did you decide to capitalize the word City?)

Because I'm talking about the City as a proper noun...i.e. the City of New York...and instead of repeating the "City of New York", I shortened it to just the "City."
